Wired Tripolis
What you will need for this tutorial.
Paint Shop pro , any version. My examples are done in X2.
Tube of choice. I am using the awesome work of Ismael Rac. Ismael's work is licensed through AMI, and you must buy the tube from them if you wish to use it.
Filters - VM Instant Art - Tripolis and Wired
AAA - Foto Frames
My Doodle - Here
Font of choice - I used International Palms.
Let's get started
Open a new transparent image 600 x 250 pixels at 72 dpi. Flood fill this with a pastel rainbow gradient :-

Apply VM Instant Art with the following settings:-

Add a new Raster Layer, flood fill with white. Apply VM Instant Art - Wired:-
Change the blend mode of this layer to Dodge, then merge the two layers.

Copy and paste the doodle, colourise to match your tag, resize and angle to fit your tag :-

Duplicate the doodle, resize, mirror and flip so that the second doodle fits the tag at the top left. Drop shadow the doodles.
Copy and paste the tube and position in canvas. Duplicate the tube, and on the top layer apply a Gaussian Blur of 3.0. Change the Blend mode of this layer to Soft Light. Change the Blend Mode of the original tube layer to Multiply. You may need to change this with a darker palette. Drop shadow the original tube layer. Merge all layers.
Apply AAA Foto Frame with the settings as follows:-
Now add your name with your font of choice. I used International Palms, using my gradient as the background colour and the darkest shade on the doodle as the foreground colour.
Add the copyright layer, license number if necessary, and taggers mark if used.
Save your tag in your preferred format.

Here is another example of the tag, made with a darker gradient, and with the tube blend mode at Dodge.
