What you will need for this tutorial.
Paint Shop Pro (PSP) any version - my tag was made in X2.
Tube of choice - I am using an awesome tube by Lorenzo Di Mauro. You need to have a license to use Lorenzo's work and both the license and tubes are available from his web site.
Filters - Filter Factory Gallery C
Tramages - Tow the Line
My Supplies (mask, element and word art) - Here
Font of choice - I used Chopin Script
Let's get started.
Open your supplies in PSP
Open a new image 500 x 500 pixels at 72 dpi and flood fill with white.
Add a new raster layer and flood fill with black. Apply the mask supplied to this layer :-

Effects, texture Effects, Blinds :-
Reduce the opacity of this layer to about 44, add a drop shadow :-

Repeat drop shadow changing the Vertical to -2, Horizontal to 2.
Preset shape rectangle, foreground colour white, background black, line width 4, draw a rectangle as a vector and align centre in canvas. Convert to a raster layer.
With your magic wand click into the black and apply Tramages - Moving Screen at default settings:-
Apply the same drop shadow as you did to your mask layer.
Change your preset shape to ellipse, same colours and line width as before and draw out an ellipse as a vector . Align centre and convert to a raster layer.
With magic wand click into the black and apply Filter Factory C - Tile Mix :-

Keep selected and apply Tramages - Tow the Line :-

Select None.
Drop shadow as before.
Copy and paste the element from the supplies and position at the top left join of the two shapes. Drop shadow then duplicate and mirror.
Copy and paste your tube, resize as necessary and position over the ellipse. Give your tube a drop shadow of choice.
Now copy and paste the word art and position at the bottom of your tag.
Now with your script font, Size 48 pixels, foreground white, stroke width 1.0, background black, type your name as a vector and position on the tag. Stretch to size you like the look of. Convert to raster and add the drop shadow as before.
Resize your tag to your preference.
Add the artist copyright, license number where necessary and taggers mark if used.
Save as a jpeg or png as preferred.
