Tube and close up of choice. I am using the awesome work of Elias Chatzoudis . Elias's work is licensed through MPT and you must not use his work without purchasing them Here.
Word Art - supplied Here
Font of Choice - mine is called Love and Passion
Let's get started
Open a new image 600 x 600 at 72 dpi. You can crop and resize later.
Set your Foreground Colour at a dark colour from your tube, and Background Colour as a lighter shade in the same palette.
Now find a nice preset heart shape, and with your line width set at 15, foreground your dark colour, background null, draw out a largish heart as a vector layer, and then center it in your canvas. When you are happy with its position convert it to a raster layer.
Now set your foreground as a gradient with the following settings-
Style Radial, Angle 90, Repeats 18

Create a new raster layer above your background layer , then using your magic wand, click inside your heart. Expand this selection by 5.
Flood fill the empty layer with your gradient. Do not deselect.
Now go to Effects, Texture Effects, Fine Leather and apply these settings:-
Angle 340, Colour White, Blur 5, Transparency 248, Number of Furrows 25, Length of Furrows 5.
Copy and paste your tube close up . Selection Invert, hit delete to get rid of any excess tube, selections invert. reduce the opacity of your tube layer to around 75, then merge the tube and gradient layers together.
Duplicate this layer twice, to give you three layers .
Close off the top two layers for the moment, and make sure the first layer is active. Go to Effects, Artistic Effects, Balls and Bubbles, and set as follows:-
Automatic multiple balls or bubbles ticked, Coverage 100, Average Size 15, Size variation 75, Randomize checked.
Click on OK.
Now close the first layer and open the middle layer. Apply the Balls and Bubbles effect again, use the same settings but hit the Randomize button again to give a different setting.
Close off the middle layer, open the top layer and repeat this procedure once again.
Selections None.
Now make your frame layer active and apply the following Inner Bevel:-
Bevel Type 2, Width 20, Smoothness, Depth, Ambience and Shininess all at 10, Colour White, Angle 315, Intensity 50, Elevation 30.

Duplicate your frame, flood fill with your gradient as before and apply the fine leather effect. merge this duplicate frame and fill, then position just above your background layer. apply a Gaussian Blur of 30.
You should now have something like this:-
Now add and position the Word Art Supplied
Copy and paste your tube, and position to your preference . I mirrored mine and placed it to the left of the tag.
Drop shadow the tube and frame:-
Vertical -2, Horizontal 2, Opacity 65, Blur 4, Colour Black.

Now add your name in the font of your choice. I am using a Font called Love and Passion. Add a drop shadow to your name changing the Vertical to -1, Horizontal 1, Blur 1.
Now crop off any excess and resize your tag to your preference.
Add the artist copyright, your license number where required and taggers mark if used.
OK..... now we can start to animate the tag.
Make sure you have the top two Bubbles layers closed, then right click into your tag and choose to "Copy Merged"

Right click into the workspace in Animation Shop and Past As New Animation:-
Back in PSP, close off the bottom bubbles layer, and open the middle one.
repeat the Copy Merged, then click into your first frame in Animation Shop and choose paste After Current Frame:-

repeat this with the top bubbles layer, pasting this after the 2ne frame in animation shop.
Click into the first frame, then hit Ctrl + A to select all the frames. Right click into the first frame and choose Frame Properties:-
Set this to 40:-
Now you can save your tags as a gif
