What you will need for this tutorial.
Paint Shop Pro any version. Mine was created in X2.
Tube of choice. I am using work by Nolan Worthington which is licensed through AMI and you must buy the tube from them in order to use it.
Eye Candy 4000 - Weave.
DSB FLux - Linear Transmission
Font of choice, I used Libeled Lady.
Let's get started
Open a new image 550x550 pixels at 72dpi. Flood fill with white.
Pick a dark colour from your tube as your foreground colour, and a lighter shade of the same colour as your background. Close off the background for the time being.
With your preset shapes , rectangle, line width 15, draw out a tall rectangle left of center in your canvas. Align Vertical Centre:-
Convert to a raster layer, then duplicate your rectangle and mirror it. Merge down so that you have both rectangles on the same layer.
Now take your pen tool, line width 8, colour the same as your frame, and with grid ticked in your View tab, this allows you to align your crosses more accurately, draw a cross towards the top of the frame:-

Convert to a raster layer, duplicate and flip. Carry on creating crosses until you are happy with your result. I added another set top and bottom in my example. You can now turn the grid off if you wish. Merge all your crosses so that they sit on one layer, and drop this layer below your frame. Inner Bevel as follows:-
bevel 2, Width 10, Smoothness 17, Depth 6, Ambience 6, Shininess 28, Colour White, Angle 45, Intensity 30, Elevation 64.
Apply the same bevel to the frame, then merge both together.
Now click into the centre of each side of the frame, expand your selection by 4.
Change your foreground colour to Linear Foreground/Background Gradient. Angle 45 , Repeats 2 :-

Create a new raster Layer and flood fill with your gradient. Drop this layer below the frame.
Keep the area selected and go to Eye Candy 4000 Weave and apply with the following settings:-
Now copy and paste your tube into the left hand frame, inverting the selection to get rid of any excess if necessary. Selections none, duplicate the tube layer and mirror. Change the blend mode of the tube layer to Luminance Legacy.
Add a drop shadow to your tubes and the frame.
X out your background layer, then merge visible the remaining layers.
Duplicate your merged layer, and then on the original. Gaussian Blur 20 , then go to DSB Flux, Linear Transmission and apply first with horizontal checked, then again with vertical checked.

Resize this layer by 95%.
Now from your preset shapes, choose a flower, and using your darker colour as foreground, and gradient as background, draw out a flower to sit at the centre of the top cross of your frame. Duplicate and flip. repeat this for as many crosses as you made, resizing if necessary.
When you are happy with these, merge them onto the duplicated merged layer.
Now copy and paste your tube and position as you wish and drop shadow.
Add any other accents you wish to the edges of the frames. I used preset shapes to make all of mine, but if you wish to use flowers, bows and ribbons you have in your collection you may.
Crop off any excess white and resize to your taste.
Add your text and name, and apply the same inner bevel as before . I used the Font Libeled Lady.
Now add your artist copyright, license where necessary and taggers mark if used.
Save your tag in your preferred format.
